Born 26th March 1907 at Gislingham, Suffolk, the elder of two sons of John Elmer and Emma nee Ruffalls. By 1939 his parents were living at 65 St Andrews Road, Felixstowe. In 1931 Percy married Phyllis May Smith and their daughter Clemency was born in 1933. They were living at 9 Margaret Street, Walton in 1939 with Percy working as a milk roundsman for the Co-operative Society.
